Patient ombudsman

A patient ombudsman promotes and implements patients' rights and contributes to the improved quality of care by advising patients and their relatives on issues related to good care and appropriate treatment. (Act on the Status and Rights of Patients 785/1992)
 
Customer-oriented and respectful of the patients’ opinions, a patient ombudsman assists patients in solving possible problems with the care unit. The tasks of a patient ombudsman include giving advice and assisting, if necessary, in submitting an objection, appeal, or notification of patient injury to the Patient Insurance Centre; informing patients about their rights; and promoting and implementing patient rights. The patient ombudsman’s position is advisory.
 
A patient ombudsman understands the legal status of patients and is familiar with the health care system. Patient ombudsmen give impartial advice to patients, their relatives or other close persons, and to health care personnel. A patient ombudsman does not comment on medical decisions or assess the possibility of patient injury. A patient ombudsman is not authorised to interpret patient documents.
 
As determined by the principles of a customer-centred approach, patient ombudsmen compile statistics and organise personnel training to promote patient rights in the working community.
