Patient and document fees from January 1st, 2018

​In Finland, the patient’s medical care costs are generally paid by the patient’s home municipality. Fees payable by patients are specified in the Act and Decree on Client Fees.

Daily hospital fee for short-term institutional care

Day surgery procedure
€107.30 +
€48.90, if overnight stay at the hospital is required
Charged instead of an outpatient clinic fee for a procedure performed in an operating room requiring general anaesthesia, extensive local anaesthesia or intravenous medication.

If the patient is required to stay overnight in the treatment unit after the day surgery procedure due to a complication or other similar reason, a daily fee of €48.90 may be charged in addition to the €107.30.
Fee for serial treatment

Charged for a maximum of 45 sessions per calendar year.
Fees for long-term institutional care
The fee is 85 % of the patient’s monthly income.

If the patient in institutional care earns more than their spouse, the fee is 42.5 % of the combined net income of the couple.
However, the patient must have at least 15 % of their net income at their disposal, or a minimum amount of €108.00 per month. The compensation granted for persons with veteran status is also at the patient’s disposal.

A patient is considered to be in long-term institutional care when the duration of the institutional care period is expected to be longer than 3 months, or if the care period upon admittance was estimated to be no more than 3 months but after this period the patient’s functional capacities deteriorated to such an extent that continued institutional care was required.
Fees for patients under the age of 18
If the number of hospital days in a calendar year exceeds seven, the following fees are not charged:
1) daily hospital fee,
2) fee for day and night care.

A report on the hospital days spent must be presented to the hospital.

Visits to a psychiatric outpatient unit and serial treatments are free of charge.

Visits to outpatient clinics and day surgery continue to incur a fee after the seven-day care period.

Fee for long-term rehabilitative care

The fee applies to the institutional care of a disabled patient.

Treatment-related aids, their fitting, necessary replacement and maintenance are free of charge (exceptions: they are needed due to an injury or occupational disease compensable under the Employment Accidents Act, the Military Injuries Act, the Motor Liability Insurance Act, or the Patient Injuries Act).
Fee for missed/non-cancelled appointments
€50.80
Persons over the age of 15 are charged a fee for missed visits to outpatient units providing specialist medical care or a missed appointment for an expensive imaging examination. No fee is charged if the person has an acceptable reason for non-cancellation (e.g. sudden illness or other acceptable reason).
Psychiatric day hospital fee
€8.80 / visit
The fee covers care and upkeep in a psychiatric day hospital. The day center activities and visits to supported employment centers are free of charge.

Interest for late payment
Payments not made by the due date will be subject to a penalty interest specified in the Interest Act, starting from the due date.
Organ donors

Compensation payable to respiratory paralysis patients

Compensation payable to respiratory paralysis patients for upkeep not received is €48.90 per day.

Maximum annual fees

The annual payment ceiling is €683.00 per year.
