Guardians to have wider proxy access to minors’ data in Maisa

The Maisa portal will give guardians more opportunities to manage the affairs of their underage children. Starting May 21st, legal guardians can act on behalf of children under 18 in Maisa. Until now, it has only been possible to act on behalf of children under the age of 12.

When acting on behalf of children aged 12-17, the guardian’s proxy access will be somewhat more limited than with children under the age of 12. Proxy access to children under 12 will work the same way as before, and all functionalities and views will remain the same.

Children over the age of 10 can also use Maisa themselves, if they have the means for strong electronic identification, such as online banking codes.

The change is based on the national guidelines about acting on behalf of minors

The change is done in accordance with national legislation and is meant to provide guardians an easier access to act on behalf of children, while ensuring that competent minors get to make decisions about their own care and prevent the release of information to their guardians if they so choose.

The healthcare professional responsible for the child’s care will assess the minor’s capability to make such decisions. If the professional deems the child capable, the minor can also decide whether the data can be viewed by their guardian.

Proxy access is granted to the legal guardian automatically

In addition to managing your own care, you can act on behalf of others such as your underage children or elderly family members in the Maisa portal.

Only legal guardians can act on behalf of minors. The right to act on behalf of a minor is granted to the legal guardian automatically without any additional action. The guardian’s right to act on behalf the child ends automatically when the child turns 18. Adults can authorise a person of their choosing to get proxy access to their Maisa account.

How do I act on behalf of my child in Maisa?

You can act on behalf of minors that are under your guardianship. The guardian’s right to act on behalf of the child is verified via the Suomi.fi e-Authorizations service.

To act on behalf of a minor in Maisa, log in using your own credentials and select the child’s profile using the Switch link in the top menu bar. Please note that the latest events on the child’s account are also shown in the front-page feed of your own Maisa account.

If the child is a client at HUS Helsinki University Hospital, you can log in to Maisa and act on behalf of them even if you do not live in the region served by HUS or in a municipality using the Apotti system.

Why can’t I see all of the information of my child aged 12-17 in Maisa, like I do with my younger children?

For a child under the age of 12, the guardian has access to all sections and functionalities in their Maisa account.

For a child aged 12-17 some views and functionalities are not in use. Legislation requires service providers to ensure that a minor has the option to make decisions about their own care and hide information from their guardians, if a healthcare professional has assessed the minor mature enough to make such decisions.

Who decides what data the guardian can view in Maisa?

The assessment about the child’s capability to make their own decisions is always carried out by a healthcare professional. If the professional deems the child competent, the child can decide what is shown to the guardian.
